Implementation of Office Occupational Health and Safety Standards Based on Minister of Health Regulation No. 48 of 2016 at the Central Jakarta Health Sub-Department

A healthy, safe, and comfortable work environment supports employee productivity and well-being. However, the implementation of office OHS according to Ministerial Regulation No. 48 of 2016 at the Central Jakarta Health Sub-Department has not been fully optimal, with problems such as inadequate lighting, the absence of evacuation signs, the absence of emergency simulations, and ergonomic facilities that are not fully appropriate. This study aims to analyze the implementation of Office OHS Standards based on Ministerial Regulation No. 48 of 2016 at the Central Jakarta Health Sub-Department in 2025. Based on information collected from BPJS Ketenagakerjaan, the number of work accidents that occurred throughout 2023 reached more than 315 thousand cases. The study used a qualitative case study approach with 5 informants selected by purposive sampling. Data were collected through in-depth interviews, FGDs, observations, and documentation, then analyzed descriptively interactively through data reduction, presentation, and verification. The results show that the implementation of occupational safety, occupational health, environmental health, and ergonomics has been running with good employee awareness. The implementation of K3 shows a compliance of 69% with occupational safety, 75% with occupational health, 75% with environmental health, and 83% with ergonomics. Several aspects that need to be improved include supervision, near-miss reporting, training and emergency response personnel, cable management, first aid kits, lighting, vector control, and occupational health awareness programs. The Central Jakarta Health Sub-Department is expected to improve supervision, K3 training, emergency facilities, lighting, ventilation, cable management, vector control, and employee health awareness.
